วิทยานิพนธ์นี้มีวัตถุประสงค์ คือ 1) เพื่อศึกษาการบริหารแบบมีส่วนร่วม ด้านการบริหารงานทั่วไปของผู้บริหารโรงเรียนสังกัดสำนักบริหารงานการศึกษาพิเศษ จังหวัดยโสธร 2) เพื่อเปรียบเทียบการบริหารแบบมีส่วนร่วม ด้านการบริหารงานทั่วไปของผู้บริหารโรงเรียนสังกัดสำนักบริหารงานการศึกษาพิเศษ จังหวัดยโสธร จำแนกตามระดับการศึกษาและประสบการณ์ในการทำงาน 3) เพื่อศึกษาแนวทางการมีส่วนร่วม ด้านการบริหารงานทั่วไปของผู้บริหารโรงเรียน สังกัดสำนักบริหารงานการศึกษาพิเศษ จังหวัดยโสธร ประชากรที่ใช้ในการวิจัย คือ ข้าราชการครูและบุคลากร โรงเรียนสังกัดสำนักบริหารงานการศึกษาพิเศษ จังหวัดยโสธร จำนวน 91 คน เครื่องมือที่ใช้ เป็นแบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ มีความเที่ยงตรงของเนื้อหา เท่ากับ 0.67-1.00 ค่าความเชื่อมั่นเท่ากับ 0.94 สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ค่าความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน สถิติการทดสอบ t-test (Independent Samples) และแบบวิเคราะห์ความแปรปรวนทางเดียว F-test (One - way ANOVA) และแบบสัมภาษณ์ ผลการวิจัย พบว่า 1) ระดับการบริหารแบบมีส่วนร่วม ด้านการบริหารงานทั่วไปของผู้บริหารโรงเรียนสังกัดสำนักบริหารงานการศึกษาพิเศษ จังหวัดยโสธร โดยรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้าน พบว่า ด้านที่มีค่าเฉลี่ยสูงสุด คือ ด้านการไว้วางใจ รองลงมา คือ ด้านการตั้งเป้าหมายและวัตถุประสงค์ร่วมกัน ด้านความยึดมั่นผูกพัน ส่วนด้านที่มีค่าเฉลี่ยต่ำสุด คือ ด้านความเป็นอิสระต่อความรับผิดชอบในงาน 2) ผลการเปรียบเทียบระดับการบริหารแบบมีส่วนร่วม ด้านการบริหารงานทั่วไปของผู้บริหารโรงเรียนสังกัดสำนักบริหารงานการศึกษาพิเศษ จังหวัดยโสธร จำแนกตามระดับการศึกษาและประสบการณ์ในการทำงาน ไม่แตกต่างกัน 3) สรุปแนวทางการมีส่วนร่วมด้านการบริหารงานทั่วไปของผู้บริหารโรงเรียนสังกัดสำนักบริหารงานการศึกษาพิเศษ จังหวัดยโสธร จากการสัมภาษณ์กลุ่มเป้าหมายที่เป็นผู้บริหาร จำนวน 6 คน พบว่า (1) ควรไว้วางใจซึ่งกันและกัน เป็นการง่ายที่บุคคลจะมีส่วนร่วมในการทำงาน ตั้งใจทำงานเพื่อให้เกิดผลการปฏิบัติงานที่มีประสิทธิภาพมากยิ่งขึ้น เพื่อบรรลุเป้าหมาย (2) ผู้บริหารหรือผู้ปฏิบัติงานต้องมีความยึดมั่นผูกพันให้การสนับสนุนช่วยเหลือและฝึกอบรมแก่ผู้ปฏิบัติงานด้วยความจริงใจ การกำหนดเป้าหมายของผู้บริหารมีส่วนกำหนดมาตรฐานในการทำงานและการประเมินประสิทธิภาพของระบบ (3) ควรให้ความเป็นอิสระในการทำงานไม่ว่าจะเป็นด้านความเป็นอิสระในการจัดตารางในการทำงาน ความเป็นอิสระในการตัดสินใจในการทำงาน และความเป็นอิสระในการเลือกวิธีในการทำงาน
The objectives of this thesis were: 1) to study the participatory management on general administration of school administrators under the Special Education Bureau, Yasothon Province 2) to compare the participatory management on general administration of school administrators as mentioned classified by education and work experience and 3) to study guidelines for the participatory management on general administration of the so-said school administrators. The population used in this research consisted of teachers and personnel, totally 91 in number. The instrument used for data collection was a five scale rating questionnaire with content validity of 0.67-1.00, and reliability of 0.94, together with 6 constructed interviews. The statistics used in the data analysis were frequency, percentage, mean, standard deviation, t-test statistics (Independent Samples), F-test (One-way ANOVA). The result of the research can be summarized as follows: 1) The participatory management on general administration of school administrators under the Special Education Bureau, Yasothon Province was found, in an overall aspect, to stand at a ‘MUCH’ level. In an individual aspect, it was found that the item that stood on top of the scale was the issue of trust, followed by the setting of mutual goals and objectives, commitment and independence in job responsivities, respectively. 2) The comparison of the opinions about the participatory management on general administration of school administrators as mentioned, classified by educational level and work experience, was found to show no statistically significant difference. 3) The related guidelines as suggested by the 6 interviews comprised the following: (1) A trust in each other was suggested as necessary to accommodate the participation and dedication so as to achieve more efficient performance and the mutual goal. (2) The administrators should be committed to providing support, assistance and training to the colleagues with sincerity, in order to meet the performance standards and achieve the education quality and effective evaluation of performances. (3) There should be freedom, at some acceptable degree, in decision-making in the matters of doing job, setting work schedules and choosing how to work.
