การวิจัยนี้มีจุดมุ่งหมายเพื่อพัฒนาโปรแกรมออนไลน์เพื่อเสริมการเรียนรู้ของครูสู่ การพัฒนาทักษะการรู้สารสนเทศของนักเรียน โดยระเบียบวิธีวิจัยการวิจัยและพัฒนา (Research and Development : R&D) ด้วยแนวคิด “พัฒนาเพื่อการเรียนรู้ของครู แล้วครูนำผลการเรียนรู้ ไปพัฒนานักเรียน” ประกอบด้วยโครงการพัฒนาเพื่อการเรียนรู้ของครู และโครงการครูนำผลการเรียนรู้สู่การพัฒนานักเรียน จากผลการดำเนินงานขั้นตอน R1&D1 ถึง R4&D4 ทำให้ได้คู่มือเพื่อการเรียนรู้ของครู 6 ชุด และคู่มือเชิงปฏิบัติการเพื่อครูนำผลการเรียนรู้สู่การพัฒนานักเรียน 1 ชุด และจากผลการทดลองใช้คู่มือในขั้นตอน R5&D5 กับครู 157 รายและนักเรียน 2,613 ราย โดยใช้รูปแบบการวิจัยเชิงทดลองดีไซน์การทดสอบก่อนและหลังการพัฒนา ในโรงเรียนที่มีลักษณะเป็นตัวแทนของโรงเรียนสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน พบว่า คู่มือที่พัฒนาขึ้นมีประสิทธิภาพตามสมมติฐานการวิจัย คือ ครูมีผลการทดสอบความรู้เป็นไปตามเกณฑ์มาตรฐาน 90/90 ครูมีคะแนนเฉลี่ยจากผลการทดสอบความรู้หลังการพัฒนาสูงกว่าก่อนการพัฒนาอย่างมีนัยสำคัญทางสถิติ และนักเรียนมีคะแนนเฉลี่ยจากผลการประเมินทักษะการรู้สารสนเทศหลังการพัฒนาสูงกว่าก่อนการพัฒนาอย่างมีนัยสำคัญทางสถิติ ซึ่งแสดงให้เห็นว่าคู่มือเพื่อการเรียนรู้และเพื่อการนำไปปฏิบัติของครูประกอบโครงการในโปรแกรมออนไลน์ที่พัฒนาขึ้นมีประสิทธิภาพที่สามารถจะนำไปเผยแพร่เพื่อใช้ประโยชน์กับประชากรที่เป็นโรงเรียนสังกัดสำนักงานคณะกรรมการศึกษาขั้นพื้นฐานได้ทุกโรงทั่วประเทศ
“Online Program to Enhance Teacher Learning to Develop Students' Information Literacy Skills” was an expected result from Research and Development implementation under the concept of “It begins with teacher learning development. Teachers then incorporate the learning outcomes into student development.” First, as a result of implementing the R1&D1 to R4&D4 process, six sets of Teacher Learning Manuals and one Teacher Workshop Manual for Implementing the Learning Outcomes in Student Development have been created. Then, in the R5&D5 phase, the manuals were tested with 157 teachers and 2,613 students using a one-group pretest-posttest experimental model in the school affiliated with the Office of the Basic Education Commission. The experiment results revealed that the teachers’ scores on the post-experimental test met the standard of 90/90, and the mean scores were statistically significantly higher than the pre-experimental test. Furthermore, the findings in implementing teacher’s learning outcomes in student development illustrated that their post-experimental mean score in the Information Literacy Skills assessment was statistically significantly higher than the pre-experimental score. Taken together, these findings confirmed that the developed online program was proven to be effective according to the established research hypotheses. Moreover, the study results also demonstrated that the developed online program could be distributed to schools under the Office of the Basic Education Commission.
