10397nam a22002177a#450000100060000000700030000600800410000908200290005010000930007924506210017224601780079326001210097130000590109252060910115152027250724265000770996769001041004485000081014894200091015699800141016536629tz220720t2564    th ||||| |||| 00| 0 tha d  aวท 352.34bธ653ก  aพระธีรศานต์ ฉนฺทวุฑฺโฒ (ปัญญาดี)  aการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นในเขตเทศบาลแสนสุข อำเภอวารินชำราบ จังหวัดอุบลราชธานี ตามหลักอิทธิบาท 4 =bPublic Participation in the Preparation of Local Development Plans along with the Fourfold Itthipada in Saensuk Municipality Warin Chamrap District Ubon Ratchathani Province /cพระธีรศานต์ ฉนฺทวุฑฺโฒ (ปัญญาดี)  aPublic Participation in the Preparation of Local Development Plans along with the Fourfold Itthipada in Saensuk Municipality Warin Chamrap District Ubon Ratchathani Province  aนครปฐม :bมหาวิทยาลัยมหามกุฏราชวิทยาลัย,c2564  aฑ, 135 หน้า :bตาราง ;c30 ซม.  aวิทยานิพนธ์นี้ มีวัตถุประสงค์ดังนี้ 1) เพื่อศึกษาการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นในเขตเทศบาลแสนสุข อำเภอวารินชำราบ จังหวัดอุบลราชธานี ตามหลักอิทธิบาท 4 2) เพื่อเปรียบเทียบการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นในเขตเทศบาลแสนสุข อำเภอวารินชำราบ จังหวัดอุบลราชธานี ตามหลักอิทธิบาท 4 และ 3) เพื่อศึกษาข้อเสนอแนะเกี่ยวกับการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นในเขตเทศบาลแสนสุข อำเภอวารินชำราบ จังหวัดอุบลราชธานี ตามหลักอิทธิบาท 4 วิธีการดำเนินการวิจัยผู้วิจัยได้ศึกษาวิจัยโดยวิธีวิจัยเชิงสำรวจ (Survey Research)เก็บรวบรวมข้อมูลโดยใช้แบบสอบถามกับประชาชนที่อาศัยอยู่เขตเทศบาลแสนสุข ซึ่งกลุ่มตัวอย่างที่ได้มาจากการคำนวณขนาดกลุ่มตัวอย่างตามสูตรทาโร่ ยามาเน่ ได้จำนวน 392 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลในการวิจัยครั้งนี้เป็นแบบสอบถามวิเคราะห์ข้อมูลจากแบบสอบถามโดยใช้โปรแกรมสำเร็จรูปเพื่อการวิจัยทางสังคมศาสตร์ โดยใช้สถิติค่าความถี่ (Frequency) ค่าร้อยละ (Percentage) ค่าเฉลี่ย (Mean) ค่าเบี่ยงเบนมาตรฐาน (Standard Deviation) และการทดสอบค่าเอฟ (F-test) ด้วยวิธีการวิเคราะห์ความแปรปรวนทางเดียว (One Way ANOVA) ในกรณีตัวแปรอิสระตั้งแต่สามกลุ่มขึ้นไป เมื่อพบว่ามีความแตกต่างจะทำการเปรียบเทียบความแตกต่างรายคู่ด้วยวิธีการ (Least Significant Difference : LSD) โดยกำหนดระดับนัยสำคัญทางสถิติที่ 0.05  ผลการวิจัยพบว่า   1.ประชาชนมีความคิดเห็นต่อการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นในเขตเทศบาลแสนสุข อำเภอวารินชำราบ จังหวัดอุบลราชธานี ตามหลักอิทธิบาท 4 โดยภาพรวมอยู่ในระดับมากที่สุดทุกด้าน  2.เปรียบเทียบความคิดเห็นของประชาชนต่อการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นในเขตเทศบาลแสนสุข อำเภอวารินชำราบ จังหวัดอุบลราชธานี ตามหลักอิทธิบาท 4 โดยจำแนกตามปัจจัยส่วนบุคคล ตามสมมติฐานที่ตั้งไว้ พบว่า ด้านเพศ ไม่แตกต่างกัน และด้านอายุ ระดับการศึกษา อาชีพ รายได้เฉลี่ยต่อเดือน แตกต่างกัน อย่างมีนัยสำคัญทางสถิติที่ระดับ 0.05  3. ข้อเสนอแนะการมีส่วนร่วมของประชาชนในการจัดทำแผนพัฒนาท้องถิ่นในเขตเทศบาลแสนสุข อำเภอวารินชำราบ จังหวัดอุบลราชธานี ตามหลักอิทธิบาท 4 พบว่า ประชาชนมีความคิดเห็นให้มีการประชาสัมพันธ์เกี่ยวกับความรู้ในการจัดทำแผนพัฒนาท้องถิ่น โดยมีกลยุทธ์ที่จะทำให้ประชาชนเข้าร่วมประชาคมมากขึ้น และให้ความสำคัญในการจัดทำแผนพัฒนาท้องถิ่นโดยการจัดสรรงบประมาณมาสนับสนุนโครงการต่างๆของชุมชน และควรสำรวจความพอใจในการจัดทำแผนพัฒนาด้านสาธารณูปโภค  aThe objectives of this research were as follows: 1) to study people's public participation in the preparation of local development plans in SaenSuk Municipality Warin Chamrap District Ubon Ratchathani Province along with the fourfold Itthipada 2) To compare the participation of people in preparation of local development plans in the Saensuk Municipality Warin Chamrap District Ubon Ratchathani Province along with the fourfold Itthipada and 3) to study recommendations of people's participation in the preparation of local development plans in Saensuk Municipality Warin Chamrap District Ubon Ratchathani Province along with the fourfold Itthipada. The researcher studied the research by survey research method. Data was collected by using a questionnaire with people living in Saen Suk municipality. The sample group obtained by calculating the sample size according to the Taro Yamane formula was 392 people. The used tool for collecting data in this research was a questionnaire. For data analysis, Statistical Package for social science (SPSS) was utilized to analyze for a percentage of frequency, Standard Deviation, t-test, One-way ANOVA in the case of three or more independent variables. When there is the difference compared in pairs using (Least Significant Difference: LSD) by specifying the level with a statistical significance level of 0.05  The results were found that:  1. People have opinions on people's participation in the preparation of local development plans in Saen Suk Municipality, Warin Chamrap District, Ubon Ratchathani Province, along with the fourfold Itthipada. It was found that at the highest level in all aspects.  2. Comparison of people's opinions towards people's participation in the preparation of local development plans in Saensuk Municipality, Warin Chamrap District, Ubon Ratchathani Province, along with the fourfold Itthipada, classified by personal factors According to the assumptions set, it was found that gender was not different and age, education level, occupation, and average monthly income were significantly different at 0.05 level.  3. Suggestions for people's participation in the preparation of local development plans in Saensuk Municipality, Warin Chamrap District, Ubon Ratchathani Province, along with the fourfold Itthipada, it was found that the people had an opinion to have and knowledge about the preparation of local development plans for public relations the people. Some strategies will allow more people to join the community and give importance to the preparation of local development plans by allocating budgets to support various community projects and should survey the satisfaction in the preparation of the development plan for utilities.  aการจัดทำแผนพัฒนาท้องถิ่น  aการปกครองท้องถิ่นตามแนวพุทธศาสตร์  aMBU  aCL18  anarongrit
