การศึกษาวิจัยครั้งนี้ กำหนดวัตถุประสงค์ไว้ 3 ประการ คือ 1. เพื่อศึกษารูปแบบการบริหารทรัพยากรบุคคลของสถานศึกษาสังกัดสำนักงานตำรวจแห่งชาติ 2. เพื่อพัฒนารูปแบบการบริหารทรัพยากรบุคคลของสถานศึกษาสังกัดสำนักงานตำรวจแห่งชาติ และ 3. เพื่อประเมินตรวจสอบยืนยันรูปแบบการบริหารทรัพยากรบุคคลของสถานศึกษาสังกัดสำนักงานตำรวจแห่งชาติ โดยใช้ระเบียบวิธีวิจัยแบบผสานวิธี ( Mixed Method Research) ขั้นแรกทำการศึกษาองค์ประกอบรูปแบบการบริหารทรัพยากรบุคคล จากการวิเคราะห์เอกสาร, ตำราที่เกี่ยวข้อง และสัมภาษณ์ผู้เชี่ยวชาญและทรงคุณวุฒิด้านการบริหารทรัพยากรบุคคลในสถานศึกษา 5 คน ให้ได้ตัวแปรองค์ประกอบรูปแบบการบริหารทรัพยากรบุคคลที่เหมาะสม เพื่อนำมาใช้ในขั้นที่ 2 คือ การสร้างแบบสอบถามชนิดมาตราส่วนประมาณค่า (Rating Scale) สำหรับเก็บข้อมูลความสัมพันธ์ขององค์ประกอบหลักกับองค์ประกอบย่อยของรูปแบบการบริหารทรัพยากรบุคคลของสถานศึกษาสังกัดสำนักงานตำรวจแห่งชาติ โดยเก็บข้อมูลจากกลุ่มตัวอย่างโดยการเปิดตารางสำเร็จรูปของเครจซี่และมอร์แกน ได้จำนวน 331 คน แล้วจึงทำการสุ่มตัวอย่างแบบชั้นภูมิตามสัดส่วนประชากรบุคลากรในสถานศึกษาสังกัดสำนักงานตำรวจแห่งชาติและทำการวิเคราะห์ข้อมูลด้วยค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน จากนั้นวิเคราะห์องค์ประกอบเชิงสำรวจ (Exploratory factor analysis) คัดเลือกตัวแปรที่มีค่าน้ำหนักองค์ประกอบ (factor loading) มากกว่า 0.5 มาทำการวิเคราะห์ความสัมพันธ์ระหว่างตัวแปรเพื่อคัดเลือกตัวแปรในองค์ประกอบย่อย นำมาใช้ยกร่างรูปแบบการบริหารทรัพยากรบุคคลของสถานศึกษาสังกัดสำนักงานตำรวจแห่งชาติแล้วนำร่างรูปแบบดังกล่าวไปประเมินตรวจสอบยืนยันรูปแบบในขั้นที่ 3 โดยใช้แบบประเมินสัมภาษณ์แบบมีโครงสร้าง (structure interview) ด้านความถูกต้อง (Accuracy) ความเหมาะสม (Propriety) ความเป็นไปได้ (Feasibility) และความเป็นประโยชน์ (Utility) นำไปสัมภาษณ์ผู้ทรงคุณวุฒิ, ผู้เชี่ยวชาญ และผู้มีความรู้ความสามารถและประสบการณ์ในการปฏิบัติงานในสถานศึกษาทุกระดับชั้น จำนวน 17 คน ผลการวิจัยพบว่า: 1. รูปแบบการบริหารทรัพยากรบุคคลของสถานศึกษาสังกัดสำนักงานตำรวจแห่งชาติ มี 7 องค์ประกอบคือ 1. การวางแผนทรัพยากรมนุษย์ 2. การพัฒนาทรัพยากรมนุษย์ 3. การบริหารค่าตอบแทน 4. การให้สวัสดิการ 5. การประเมินผลการปฏิบัติงาน 6. การสรรหา 7. การคัดเลือก 2. รูปแบบการบริหารทรัพยากรบุคคลที่เหมาะสมสำหรับสถานศึกษาสังกัดสำนักงานตำรวจแห่งชาติประกอบด้วยองค์ประกอบที่มีค่าความแปรปรวนของตัวแปร (eigenvalues) เท่ากับ 1 ขึ้นไป และองค์ประกอบทั้งหมด สามารถอธิบายความแปรปรวนสะสมได้เท่ากับร้อยละ 64.130 และเมื่อพิจารณาตามเกณฑ์การคัดเลือกองค์ประกอบที่มีค่าน้ำหนักองค์ประกอบ (Factor loading) ของแต่ละตัวแปร ตั้งแต่ 0.5 ขึ้นไป และมีค่าแปรปรวนของตัวแปรมากกว่า 1 แต่ละองค์ประกอบที่มีตัวแปรสังเกตได้ (observed variable) ตั้งแต่ 3 ตัวแปรขึ้นไป พบว่ามีเพียง 7 องค์ประกอบ จำนวน 36 ตัวแปร ที่มีคุณสมบัติเป็นไปตามเกณฑ์การคัดเลือกตัวแปรเข้าองค์ประกอบ เมื่อพิจารณาจากค่า Kaiser-Meyer-Olkin Measure of Sampling Adequacy (KMO) = .783 (ซึ่งมากกว่า .5 และเข้าสู่ 1) สำหรับค่า Bartlett’s Test of Sphericity = 69045.639 df.= 6623 Sig.=.000 แสดงว่าเมทริกซ์ สหสัมพันธ์ของตัวแปรไม่เป็นเมทริกซ์เอกลักษณ์ (identity matrix) หมายความว่าตัวแปรที่ใช้สำหรับการวิเคราะห์องค์ประกอบมีความสัมพันธ์กันอย่างมีนัยสำคัญทางสถิติ ข้อมูลมีความเหมาะสมสามารถใช้การวิเคราะห์องค์ประกอบได้ 3.
การประเมินตรวจสอบยืนยันรูปแบบการบริหารทรัพยากรบุคคลของสถานศึกษาสังกัดสำนักงานตำรวจแห่งชาติ จากผู้ทรงคุณวุฒิฯ 17 คน พบว่า รูปแบบการบริหารทรัพยากรบุคคลของสถานศึกษาสังกัดสำนักงานตำรวจแห่งชาติ ที่ผู้วิจัยพัฒนาขึ้น มีความถูกต้อง มีความเหมาะสม มีความเป็นไปได้ และมีความเป็นประโยชน์โดยมีค่าเฉลี่ยอยู่ในระดับมาก สามารถนำไปสู่การปฏิบัติได้
This research study Defined objectives for 3 reasons. 1. To study the form of human resource management of schools under the Royal Thai Police 2. To develop a model for human resource management of schools under the Royal Thai Police, and 3. To assess, verify, and confirm the forms of human resource management of schools under the Royal Thai Police By using Mixed Method Research The first step is to study the components of the human resource management model. From document analysis, related texts And interviewing 5 experts and experts in human resource management in educational institutions to obtain appropriate variables, human resource management styles To be used in step 2 is to create a rating scale questionnaire For collecting the relationship between the main components and the sub-elements of the human resource management model of schools under the Royal Thai Police By collecting data from sample groups By opening the ready-made tables of Krejcie and Morgan, a total of 331 people, then sampling the landscape based on the proportion of the population of personnel in schools under the Royal Thai Police. And analyze the data with mean and standard deviation After that, the exploratory factor analysis selected the variables with the factor loading greater than 0.5 to analyze the relationship between the variables. To select variables in the sub-composition. To be used to draft the human resource management model of schools under the Royal Thai Police. Then bring the draft of the said form to be evaluated and verified The form in step 3 is to use the structure interview to assess the accuracy propriety feasibility and utility to interview the experts, experts and people who have the knowledge, ability and experience in working in schools at all levels. The results of research were found that: 1. The model of human resource management of the schools under the Royal Thai Police has 7 components which are 1. Human resource planning 2. Human resource development 3. Compensation management 4. Providing welfare 5. Evaluation of performance Jobs 6. Recruitment 7. Selection 2. The model of human resource management suitable for the schools under the Royal Thai Police consists of components with variance values. (eigenvalues) equal to 1 or more and all elements Can describe the cumulative variance equal to 64.130 percent and when considering the selection criteria for the factor loading of each variable from 0.5 or more and the variance of more than one of each element with the observable variable (observed variable) of 3 variables or more, it was found that only 7 elements, 36 variables, met the criteria for qualifying variables. Considering the value Kaiser-Meyer-Olkin Measure of Sampling Adequacy (KMO) = .783 (which is greater than. 5 and enters 1) for Bartlett's Test of Sphericity = 69045.639 df. = 6623 Sig. =. 000 indicates that the matrix Correlation of variables is not an identity matrix, meaning that the variables used for elemental analysis are statistically significant. The data is appropriate, the composition analysis can be used. 3. The result of assessment and confirmation of human resource management styles of schools under the Royal Thai Police from 17 experts indicated that the human resource management model of the schools under the Royal Thai Police developed in this study was accurate, appropriate, possible and useful, and its average value was at a high level that could be implemented.
